Description
This module will give students the principles and skills necessary to deal with publicly financed projects and innovative financial instruments. Its perspective is twofold: it is aimed at those willing to work for the public sector and for those seeking public finance to support large investments. The module will focus on planning and performance measurements, providing the main methods for assessing the efficiency and effectiveness of public spending with respect to budgets and needs. Further, the module deals with the revenue side by setting out the theories and best practice on how the public sector raises funds. Particular attention is also devoted to the innovative financial instruments such as DeFi. Finally, the module addresses project evaluation. It provides the main methodologies of project assessment, giving close attention to its contribution to economic growth, but also it deals with the new forms of relationship between the private and public sectors of the economy in the provision of goods and services, and to the financing of large-scale (infrastructural) projects.
On completion of this module students will be able to:
• demonstrate a critical understanding of audit and compliance with regards public funds
• evaluate efficiency and effectiveness of projects and public spending
• identify and explain mismanagement of public funds
• demonstrate knowledge of revenue streams for the public sector
• evaluate the relationship between public and private sector in the provision of goods and services and financing of large-scale projects
• demonstrate an understanding of policy processes in the public sector
